This is Kanade cosplaying as a succubus.. Since she is depicted as an Angel in Angel Beats, her form in succubus cosplay is a parody version of her character as an “angel”.

Just like everyone in Angel Beats, Kanade is actually a teenager that didn’t get to live her fullest in her life due to illness.

To graduate from the school she realizes that they had to enjoy being a high school student and have no lingering attachment with previous life.
