This mecha is from The five star stories anime or better known as Faibu Suta Monogatari.
It is a manga series created by Mamoru Nagano, building on his work on the anime series Heavy Metal L-Gaim.
Ashura masterplan is brought up by Krackenbeal Mejojo whom wishes to use it as his personal mortar head.
Kackenbeal did a bit modifying and looses some of Ashura weight by removing Dragon Claws from the frame. It uses axe as its main weapon and belongs to the Empire Mojojojo Mejojo.
